Fix wrong information about encodings (LaTeX does not determine any
encoding from a language) and remove windows speak (code page). This is not perfect, but at least not wrong (therefore committing without asking for permission). git-svn-id: svn://svn.lyx.org/lyx/lyx-devel/branches/BRANCH_1_5_X@19946 a592a061-630c-0410-9148-cb99ea01b6c8
