Free line setting in tabulars. FILE FORMAT CHANGE.

- gets rid of the M_TOGGLE_LINE_... functions
- allows arbitrary clines without multicol
- sets arbitrary vertical lines through multicol 
- drop row/col line properties, everything is now stored at the cell level
