Move common code into a 'tools' file.
Implementation is as similar as possible to the well-tested code in the 1.3.x tree. git-svn-id: svn://svn.lyx.org/lyx/lyx-devel/trunk@8878 a592a061-630c-0410-9148-cb99ea01b6c8
