52aae6114c Remove the OS/2 relic lib/configure.cmd. 
Ensure that Windows knows how to run the <system_lyxdir>/configure
script by invoking it as "sh <system_lyxdir>/configure".

a590b1e0d2 Replace CDATA argument as innertag. 
Use CDATA if environment requires PassThru.
