On cygwin, install by default lyxprofile and lyxrc.dist, otherwise

Update lyxprofile for cygwin.

* Don't use the Windows documents folder as fallback home dir
* Starting from cygwin 1.7, the charset part of the locale settings
are honoured. The default is UTF-8
* It is no more necessary setting OUTPUT_CHARSET
* Allow per-user customization trough ~/.lyxprofile
