53064b49e8 SCons: require Python 2.6 for SCons for LyX 2.0 (branch and other Python files will stay as they are), this keeps us on track to Python 3.0 as discussed on the list.

c8e38f5e05 Scons: stop globbing filenames, use explicit file list instead.

a54d3e83bd Scons: exclude boost headers only for system boost header files. 
* INSTALL.scons: document this change.
