uf8x is not recommended
(https://github.com/latex3/latex2e/issues/833), and thanks to Europe
CV's recent release, is no longer needed. See here:

Europe CV still fails on an updated TeX Live (see discussion on
hooks in the above discussion for why), but this commit at least
fixes the unicode-related errors.
Re-structure and rename files in a transparent way. Most template/example
names now correspond to the (verbose GUI) name of their layouts.
Note that this, most prominently, also changes [LANG/]splash.lyx to
something less insiderish, namely "Welcome.lyx".
