ea6a5fe92d Move the biblio::CiteEngine enum into bufferparams.h to minimize 
dependencies on frontends/controllers/biblio.h.
Small clean up of the existing biblio.h interfaces.

892e858adf Work-around xforms' bug, enabling tooltips for browser widgets. 
I've told the xforms list of the bug and proposed some solns. We'll see if
anything is done...

9bf713b476 Clean-up tooltips further, rewrite formatted as a one-pass algo and 
ensure that fl_set_object_helper is called only when the dialog is
visible, else it does not respect line breaks. Wierd, I know!
