a082cfac69 Update the python requirements after r39553 and r39554. The subprocess module, 
now used in configure.py, requires python >= 2.4. See the mailing list thread:

53064b49e8 SCons: require Python 2.6 for SCons for LyX 2.0 (branch and other Python files will stay as they are), this keeps us on track to Python 3.0 as discussed on the list.

a54d3e83bd Scons: exclude boost headers only for system boost header files. 
* INSTALL.scons: document this change.
