- dictionaries.nsh: code documentation and simplification

- init.nsh: some corrections and fix bug that info that JabRef and MiKTeX were installed together with LyX was deleted before the uninstaller was really run
- LaTeX.nsh: documentation and fix a bug (for an unknown reason SHCTX can be used to read and delte but not to write in the registry)

- detection: move dictionary code to dictionaries

- don't allow to install an older LyX version over a newer one
- support dictionaries for new languages that will be supported by LyX 2.1
- remove registry entries of current LyX version when installing a newer version over it
It is possible to install a newer lyX over an existing older LyX installation, but we cannot allow to install over the same lyX version. Therefore output the version number if this error message is shown
- thanks to the new version of ImageMagick no longer admin permissions are required
- init.nsh: iron out 2 non-admin residues
- language files: add missing entries and remove some unused ones

* Add option to bundle required ImageMagick/Ghostscript files without the need to modify registry keys that belong to the original applications. This allows for full support for installation by limited users, gives different users the possibility to have a different setup of all LyX tools and reduces download size. The necessary files will be included in the dependency package.
* Python, ImageMagick and Ghostscript will now all be compiled using the same MSVC compiler and can use the same C runtimes. This reduces the installer size.
* Compile Python files during installation to improve performance. Limited users may not have access to the installation folders so the files cannot be compiled afterwards.
* Only the settings that typically need to be changed for LyX releases are now in settings.nsh.
* Rename launcher executable to LyXLauncher.exe to match the alternative installer.
* Minor fixes and cleanup.
