Previously, consecutive dashes in .lyx files were combined to endash and emdash
in some cases, and in other cases they were output as is. This made the code
complicated, and resulted in inconsitencies ((bug #3647).
Now, a dash in a .lyx file is always a dash in the output, for all flavours.
The special handling is moved to the input side, so that you still get an
endash if you type two hyphens. If needed, this can be changed or made
customizable without the need to update the file format again. Many thanks
for the fruitful mailing list dicsussion, which contributed significantly to
the final version.
Actually, the test case showed several problems:
- ERT insets did use layout "Standard", not "Plain Layout"
- The font scale was read correctly, but tex2lyx claimed that it did ignore
the option "scaled=0.95"
- If a third argument of the CJK environment was given, it caused the whole
environment to be put in ERT with a broken encoding. This is now fixed for
the bug test case by using the \font_cjk header variable, but the encoding
problem still exists for unsupported encodings. I'll file a separate bug
for that.
- The CJKutf8 package was not handled in the preamble parsing. Therefore the
chinese comment in the preamble was read with a wrong encoding, and guessing
the document language did not work.
The new file CJKutf8.tex was created by copying and modifying CJK.tex, but
unfortunately it is impossible to tell git to inherit the history of CJK.tex
for the new file (search the web for git svn copy if you want to know details).
We have to set the language again when a new paragraph is started. Otherwise the n'th paragraph in a certain language is set to the document language.

* Context.cpp (begin_layout): make it a (private) method, and output
the extra stuff here.
(add_par_extra_stuff): this is used for stuff that is only for next
paragraph (like extra_stuff used to be); add_extra_stuff is now for
code that is output for all paragraphs in the context.
* text.cpp: update to new Context methods. Every user of add_extra_stuff
uses add_par_extra_stuff, except alignment (which has to be repeated
to fix bug 4806).

At this point, there are no simple TextClass objects in the main LyX code, and it is impossible to create them, since the TextClass constructor is protected. Only LayoutFile and DocumentClass objects can be constructed, and for the most part these are constructed only by their respective containers: BaseClassList and DocumentClassBundle. There is an exception: LayoutFile does have a public default constructor, but if anyone knows how to make it go away, please do.
There will be one or two more commits along these lines, but these will be simple renamings. For example, BaseClassList should be LayoutFileList.

- name_, obsoleted_by_, depends_on_ are now docstrings.
All other changes results from the above string -> docstring changes. In particular, we now try to translate the layout names only if possible (i.e. if they are ASCII only).
