Log:
* Properly separate the specific Japanese (i.e., pLaTeX) auxiliary programs (jbibtex, mendex)
   from the standard LaTeX programs.
  These programs are only used now if the document actually uses Japanese, not always if they are found.
  (bug 5601 a.o.).
