Bo Peng aa460e9217 Scons: improved option handling ...

* add option: optimization (=-O3 etc)
	* add load_option=opt1,opt2 or load_option=-opt1,opt2: selectively load options
	* CCFLAGS etc will replace default values, but not hardcoded ones.
